Criteria for Transfer and Acceptance of DoD Real Property

The UFC 1-300-08 establishes a process to transfer and accept real property accountability and costs for capital improvement projects in a timely and consistent manner throughout the Department of Defense (DoD) and between Military Services. Another purpose is to ensure the timely and consistent posting of newly constructed and transferred facilities and their costs into the real property database. The UFC 1-300-08 guidance applies to owners of facilities on all DoD installations and to the U.S. Army Corps of Engineers (USACE) and Naval Facilities Engineering Command (NAVFAC) construction agencies that prepare DD Forms 1354. Guidance also applies to the Air Force Civil Engineer Support Agency and the United States Property and Fiscal Officers (USP&FO) of the National Guard Bureau (NGB) when they are the responsible construction agent on a DoD installation. Installation customers should use this handbook to specify requirements for the preparation of DD Forms 1354 from DoD construction agents, including USACE, NAVFAC, Army and Air Force Exchange Service (AAFES), and the Defense Commissary Agency (DeCA). All measurements on the 1354 should be in English measurement units since the draft DODI 4165.14 prescribes English units.
