There will be a significant change in Army policy for SRM funding beginning this fall, FY 2012. In accordance with OPERATIONS ORDER 11-310, un-validated excess facilities will not receive sustainment funding, and the methodology used to calculate the excess will "be based upon RPLANS requirements." Rubicon Planning has reviewed several Installation TABs in RPLANS and has determined that as a result of the findings, most installations risk having their SRM funding substantially reduced.
This is an extremely important development for all Army facility managers, directing IMCOM Garrisons to "perform a comprehensive review of RPLANS data." Due to the urgency, Rubicon Planning is proactively engaging facility managers to both inform and assist to whatever extent necessary.
Rubicon developed the example Facilities Profile Chart (FY2017) from data contained in RPLANS Version 22, released in June 2011. The intent of the chart is to illustrate how RPLANS reflects facility excesses and deficits for an installation. The Army’s Facility Investment Strategy places an increased emphasis on minimizing new construction, maximizing utilization of current facilities and sustaining, modernizing and restoring whenever possible. It is the stated intent of OPERATIONS ORDER 11-310 that un-validated excess facilities will not receive SRM funding.

The yellow portion of the chart sums the category code excess assets (total assets less requirements) for those facility category codes with RPLANS excesses; the red portion sums the category code requirements deficits (total assets less requirements) for those facility category codes with RPLANS deficits. The green reflects the sum of the assets (and requirements) that are balanced in RPLANS.
A balanced Tabulation of Existing and Required Facilities (TAB) will show no yellow or red, so the goal should be to develop a long range plan that eliminates the excess and deficit facilities.
To remain in compliance with OPERATIONS ORDER 11-310, mitigation strategies include: a review of facility status codes, validation of facility excesses, requirements analyses, UIC reconciliation, facility utilization surveys (FUS) and other planning studies.
