Matthew W. Kirmse graduated from the University of Radford in 2001 with a BS in Computer Science.
Mr. Kirmse has over 11 years of experience in facilities master planning support for the Army, Air Force and other federal clients.
Mr. Kirmse has served as the Assistant Chief of Staff for Installation Management (ACSIM) Housing Management Specialist. His duties included serving as the Headquarters Department of the Army (HQDA) program manager and subject matter expert for the Army’s modernization efforts for barracks. Mr. Kirmse was responsible for the development, planning, programming, coordination and execution of all phases of the Army’s ~6.5 Billion Training Barracks Modernization Program (TBMP), the Army’s ~$15 Billion Barracks Modernization Program (BMP) and the Operational Readiness Training Complex (ORTC) Program . Mr. Kirmse was the Manage Decision Package (MDEP) Manager for MDEPS E3H7 (Permanent Party Barracks), E3H6 (Training Barracks) and E3H9 (Annual Training/Mobilization – ORTC). To execute these programs, Mr. Kirmse was required to extensively use Executive Information System (EIS) to examine existing real property assets, Real Property Planning and Analysis System (RPLANS) to determine baseline facility requirements, Army Stationing and Installation Plan (ASIP) to determine populations, Installation Status Report (ISR) to determine facility condition, and the Army’s DD1391 processor to create and edit projects for budget submissions.. In addition, Mr. Kirmse used the Project Prioritization System (PPS), Facility Planning System (FPS), Army Criteria and Tracking System (ACTS) and Planning, Programming, Budgeting, and Execution (PPBE).
Mr. Kirmse was continually supporting ACSIM, other Army Staff components and Office of the Secretary of Defense (OSD) by providing analytical studies, briefings and coordination for barracks and non-barracks related issues. This included analyzing inventory and other data to support single Soldier barracks modernization programs, centralized barracks housing management, Base Realignment and Closure (BRAC), Army Modular Force (AMF), Grow the Force (GTF) and other Army initiatives to include privatization efforts for barracks and Army Lodging. Mr. Kirmse analyzed and provided recommendations for the conversions or diversions of barracks to other facility types.
Mr. Kirmse conducted many site visits to installations to provide barracks master planning assistance, project development and help solve housing related issues.
Mr. Kirmse continuously provided both oral and written communication to the Army via information and decision briefings, information papers and complete memorandum packages that were distributed to all levels of the Army. Target audiences frequently include the Executive Office of the Headquarters of the Army (EOH), OSD, HQDA and staff, IMCOM and its regions, MACOMs and installations. Responsibilities frequently included the use of in-depth knowledge and use of Army, Department of Defense (DOD) and congressional housing management doctrine, national laws and requirements and Department of the Army Regulations.

Responsibilities for these projects included providing technical assistance in the areas of general engineering and Army policies relating to Real Property Maintenance Activities (RPMA), coordinating with the Directorate of Public Works (DPW) on barracks issues with all CONUS and OCONUS bases, data gathering from various automated information management systems such as RPLANS, ASIP, HQEIS (IFS-M), and Web-PAX, maintenance and repair (M&R) and MILCON budget issues.
