Edward J. Kirmse graduated from the University of Virginia in 1989 with a BA in Rhetoric and Communications Studies.

Mr. Kirmse has completed the National Charrette Institute’s Complete Charrette Management Certification course.

Mr. Kirmse has over fifteen years of experience in facilities master planning support for the Army, Air Force and other federal clients. His experience includes requirements analyses, facility assessments, reutilization analyses, economic analyses, cost estimating, charrette facilitation and many other related tasks.

Mr. Kirmse has prepared or assisted in preparing a wide range of Army master planning products, including Long and Short Range Components, Capital Investment Strategies, Installation Design Guides, Tabulations of Existing and Required Facilities, and DD Forms 1391 and other project programming documentation. He has helped develop, field, implement and train users in standard Army planning systems such as FPS, RPLANS and ISR and has extensive experience in the use and application of these systems.

Mr. Kirmse assisted in the development, testing, implementation, fielding and user training of the Army’s Real Property Planning and Analysis System (RPLANS). RPLANS is an indispensable facilities planning tool used by Army planners at installations, Installation Management Command (IMCOM) Regions, and at Headquarters, Department of the Army (HQDA) to help compute, track and resolve facilities excesses and deficits.

Mr. Kirmse participated in the development, testing, implementation and fielding of FASTRAC at Fort Sam Houston, Texas. FASTRAC was an R&K system designed to link RPLANS data to CADD data. As part of this project team, Mr. Kirmse conducted facility surveys, performed requirements analyses, and developed CADD drawings based on data collected during field surveys.

Mr. Kirmse was responsible for maintaining and updating the Army Criteria Tracking System (ACTS), and for preparing the system for its eventual migration to the Internet.
