Rubicon Planning, LLC provides support to Army clients in the development of DD Form 1391 and other programming documents. This support includes requirements development, scope justification, “front page” cost estimate development, and support throughout the planning and design charrette processes.

The DD1391 is the programming document used by the Department of Defense (DOD) to submit to Congress requirements and justification in support of funding requests for military construction.  Rubicon Planning has extensive experienced in DD1391 development and validation and is able to collect all necessary relevant information to support the project.
